bad quality song in-game

hey guys,
i've been trying to convert this one song for over a week now with no luck.
my problem is song plays bad, low pitched or whatever dont know how to describe it, only in game (CS 1.6 non-steam)
i've followed instructions on convrting songs through audacity or goldwave tried both,
the song plays same quality i.e bad in new game.
any help would be appreciated
