I'm administrator of this computer, I might need a non-beta version of Audacity how do I get it?

Problem is, i'm not running Vista i'm running XP

I have reopened and redone the files over and over, setting project rate to 11025 as i'm supposed to and export. I enter a game and its super slow, I reopen the file with audacity and its back to 44100, why? Its like audacity isn't saving it, also..I keep getting the following error when saving over ...
