Hmm, I did what you mentioned and it placed the voice_decompressed.wav and the voice_micdata.wav in cstrike folder.
EDIT: Out of curiousity what should be the output of the writecfg? What I mean by that is how can I compare the old (then working) writecfg output [(null).cfg] with the current one?

voice_input.wav is located in cstrike and not cstrike_hd... The hot fix still doesn't work for me either..

I can confirm this is the case with all if not most HL1 games..
Even HLSS doesn't work (which used to work before the update).. It has something to do with the new protocol.
