Recording Options?

So I've gone through the steps pretty much on setting everything up. I started my private server, went to console, put in the two commands toward the beginning of the "Read Before" post in the Help section. Got to step 5 and when I put in that very long last command as I was told, it still didn't work. So I went to Control Panel -> Sound -> Recording (for Windows) and there wasn't really an "Options" button. All I see when I go to my recording tab is Properties, Set Default, and Configure. That and it shows the type of Mic I am using. I really need help.
