Console Won't Open In-Game

I set up everything, and launched TF2 with HLDJ, but when I get into a server and hit the tilda key nothing happens. Is something not loading?

did you enable developers console?

Options » Keyboard » (button) Advanced » [checkbox]Enable Developers console
