Well, when a server operator chooses between the new and the old codec he isn't deliberately disabling HLDJ but simply choosing between an old system with worse performance and quality and a new one. So we can't really say that implementing a new sound broadcasting system would be going against their wish to disable it.
One major problem i've stumbled uppon while testing alternative methods was the "operation". We usually have to set the file ready, then start broadcasting through mic, then play the file, then stop broadcasting and then stop playing the file. That's about... an awfull lot of keys being pressed just to play a simple sound. The easy method brought by HLDJ isn't something that can, at least directly, be transferred to other games and i think it's definitely worth keeping.
It would, indeed, be an insane ammount of work, specially for a non-commercial project, to reformulate the whole deal to make it compatible with the new codec. Nobody will blame you if you feel like it isn't worthed.
If you feel like it is, though, just let us know and we'll try to help in all the ways possible.

I mentioned in another thread how to modify some code to do what you'd want:
In terms re-implementing HLDJ, it comes down to time (and you're right, whether it's worth it). I don't know when/if I'll have it so it's hard to give a definitive answer.
So you can use the same console interface, except HLDJ will start playing the file instead of copying it to voice_input.wav. To play the file you'd probably want to use something like PlaySound or ShellExecute. I can provide help if needed.Namely, you'd modify hldj_LoadFilePath and hldj_LoadFileIndex (in hldj_api.c) to play/stream the file instead of copying it. If you need to adjust the game volume before/after playback, just re-alias the custom aliases: hldj_custom_playaudio_on and hldj_custom_playaudio_off.

That's very interesting!

People can use it with third-party virtual audio drivers or that mixer solution some other guy came with one of these days. The ouput device can be altered too?
I'll take a look at the code and see if can pull something out. I'd need a little time to get used to the language, although i've heard it's not that different from PHP anyway.

I don't think a new version of HLDJ compliant with the new codec will be released anytime soon. If Renegade is working on it, it would take quite a while to be operational. Since he's quite busy at the moment, as he said himself, the best course of action is to talk to your server administrator and explain him/her the situation so he/she might consider reverting back to the old codec.
After the implementation of SILK, we lost a great deal of fun on our server and that persuaded me to revert back. It's been peachy since then.
I'll take a look at HLDJ code and see if i can pull something out when i got the time. But to be sincere, college has been keeping me awful busy and it will stay this way for at very least a couple of months.

update for version css generally died down, for TF2 moving. easier to switch the microphone on the mixer in audio settings on your computer, than to wait for update hldj for css

HLDJ works if your server admin , still uses the old codec . Portugal is watching the news on HLDJ.ORG
