i uninstalled my HLDJ but its still on GMOD but it isnt on everything else and i even reinstalled GMOD but its still there

If GMOD uses Steam's Cloud to save your settings then likely the HLDJ config files are being backed up by that service. You might try disabling/re-enabling cloud, and/or searching for any 'hldj' files in your Steam directory and deleting them.
