Was the voice codec issue fixed?

Recently Ive had problems with HLSS (If you read my old post then you know)
I just kept getting low sounds (Like low moans and groans)
Recently in CSS I seen a guy with HLDJ working (I tried it and it didnt work)

Was there a fix to the problem? Or is it still messed up?
