Okay so let me get this straight...

Hldj ONLY works on servers with "sv_use_steam_voice 0" and "sv_allow_voice_from_file 1"? I kind of expected it to be able to work on all servers. :/

Yes. And expect that whoever owns or operates a server gets to decide what is and isn't allowed on their server- that's the way it's always been.
