"la" Won't Work (Config Needed??)

When i start CS:S throught HLDJ and go into console to type "la" it says that "la" is an Invalid Command.

What do i do?? and all my Audio Files are .wav's and all options ARE right but i dont know if i need a config or not because i dont have one.
