[CS:S & PC] HLDJ doesnt work, and disabled my mic.

Let me get out of the way that this has nothing to do with improper conversion.
I get a strange, almost "whooping" noise whenever I try to play anything (I would have a video, but I don't know how). I followed the "conversion" steps to the letter, the noise still played. I tried tweaking stuff under the effect tab (like I saw in someone's reply). I also tried using some of the files from the submit audio section (I couldn't get QuickTime to download the samples). Whenever I press "test mic" the whooping sound plays through that as well. The whooping noise only plays when I attempt to play a song in HLDJ. If I try to use my voice (to speak), It doesn't "register". No one can hear me, and when I did an online mic test, it still didn't work.
I tested this same mic on another PC, and it works flawlessly. On my PC, it doesn't work at all, in any program. All I get is a low static noise when I attempt to speak on my mic.
At this point I am unconcerned about getting HLDJ to work, I simply want my mic working again. I tried deleting HLDJ, restarting my pc, and seeing if that fixed it. Deleting HLDJ did nothing, the same sounds played, and my mic still didn't work.
Edit: after deleting HLDJ, I reinstalled it, re-did everything, and made sure that the processes were stopped. It fixed nothing, the problems were exactly the same.
