Ensure that HLDJ's config files are being created in the game's "cfg" directory: after starting a game, do a search in your Steam directory for "hldj_" and see where (if at all) the configs show up. They may be ending up elsewhere if you have multiple steam accounts, or not at all if you do not have sufficient user privileges.
Also, what version of HLDJ are you using?

The hldj cfg's are located in your game's cfg folder (i.e. "steamapps\username\counter-strike source\cstrike\cfg"). Just do a search in your "Steam" directory for "hldj_" (after starting a game), and you should see a them listed (if everything is working correctly).

No.
On starting a game, HLDJ will create several .cfg files in your game's "cfg" directory, (i.e. "hldj_init.cfg"). As I said, if you do a search for "hldj_" in your Steam directory (after starting a game) they should show up. If they're not there then make sure the game has been started correctly in HLDJ. If they are there, then there is a problem with the game reading them and it may need to be re-installed.

So to confirm: 1) the hldj_*.cfg files are located in your dods\cfg directory (at least "hldj_init.cfg" must be present), and 2) when you enter the game there is no confirmation message in the console and none of the HLDJ commands work?
If that is the case then there is something wrong with your game installation. Try
verifying the integrity of the game files or re-installing the game.

Before you re-install, here's a quick test to perform:
1) Download the attachment below
2) place it in the game's "cfg" folder ("...\SteamApps\username\day of defeat source\dod\cfg")
3) start the game, open the console and type "exec mytestfile.cfg"
Do you see the text "this is a test" display in console?
If so, the game is working fine
If not, the game has failed to execute the script file and needs re-installation
After re-installing you can perform this test again to see if it works. If it doesn't you'll need to contact Steam support.
