Alright, so I have everything working in pristine condition, but when I get down to actually playing a song, it plays a low like bass-y kind of sound that's really annoying. I know its not the actual song, because it does the same sound with every song I play. I have edited all my music with goldwave. This is in TF2 only. If I try it in GMod, it works perfectly. :/ Any fix?

The sound you hear is probably from your microphone. Have you tested this on your own server with the sample wav and sv_allow_voice_from_file set to 1?

No, I have not. The sound files are solid, I got them from this site. Is sv_allow_voice_from_file a clientsided or serversided command

As per the forum sticky, that's the first thing to do. cvars staring with "sv_" are server side, that particular one only exists in TF2 as of recently, so it may be the case that servers you play on have it disabled.
