HLSS keeps changing my mic levels to max (CS 1.6)

I'm actually playing TFC... but should be the same thing.
I'm trying to make it so that the volume isnt too loud when i play stuff. I go into options/voice, UNCHECK boost mic, and move the voice transmit level to midway. hit apply, and resume game.
i play a hlss file, go back into options/voice, and the voice transmit level is at max, and boost mic is checked again.
Is this something the HLSS software automatically does with the voice settings? Is there anyway to override it?
*note i don't have a microphone, but the sounds play fine... it's just that the voice settings get cranked to max... could this be because i dont have a mic plugged in?
