Audio Is Jerky/Laggy

So this used to happen a lot and then it stopped doing it, now its suddenly doing it again today.

Whats happening is in TF2 im playing audio and its as if im lagging out or the key is letting go. It'll start playing, then it'll stop, then continue, then stop, then continue. Its as if im letting go of the "Push to talk" button as its playing... guess thats the best way I can explain it... basically its if someone is singing a song and its:

Jingle be...s jingle bells ji...le all the wa... ohh what fun it i.... ide in a one ho....se open sl...y

make sense??? any ideas whats causing this. i can hear others fine, no delays, i can use my mic fine, no delays, when i try and play HLDJ files, i get issues... im using some newer sounds, but the old ones are having issues also... i have about 80 sounds so far i use in my dbase, all converted properly and have given me no issues.

OS: Windows 7 x64
Game: TF2
Mic: USB Creative Labs Fatality Set (plugged in, works fine)
Version: It says v1.6.00 even though i updated to the latest one on the site with the letters, always says that version though.
CPU: Intel Quad-Core Q9550 (2.83GHz)
Video: GeForce 9600GT updated to latest drivers tonight

Update: I read that dual-core processors have this issue, i wasnt booting with all 4 enabled, i just tried doing that, same issue (even on my own local server within the game). I tried alt-tabbing and setting that afftinity thing to CPU 1 but same problem.

I dont have an AMD processor so couldnt do what that message on HardOCP said, soo im kind of lost here... it started out by not working, then suddenly for a week or so it was working just fine, now its not working again.

could be a combination of lag, and server issues. try different servers. you can also try tweaking your network cvars, but I don't recommend that unless you know what you're doing.

I connected to the same server I always try. Then I even tried some other ones. I even tried hosting my own within the TF2 menu, so i had no lag. Same results every single time. It plays, then it starts lagging/skipping as its playing. I'll spectate myself playing the audio and you can see the audio icon disapears and re-appears as its playing.

the most notable cvar that controls this is "voice_fadeouttime" which HLDJ already sets to 0 for you, so check this is the case (if it even exists that is).
Other cvars that may have an effect are:
cl_updaterate
cl_cmdrate
rate

So voice_fadeouttime should be 0... i'll check that later on.

About the updaterates... i dont have any lag on my network, as i tried this on a local server (meaning i clicked the + sign to run my own server within the TF2 menu.

What should they be? I tried using the defaults within HLDJ as a trial, but that didnt help either so i unchcked them. I dont know what they should normally be. But i never mess with those settings.

Update: Now it seems to be working fine. I havnt played in a few days, tried it last night (server only had like 5 people on it, my usual server) and it was working fine... sooo i dunno maybe i had issues with steam or something.
