Ok, so I've tried both converting MP3's following the exact process perscribed in the manual, and for some reason, the 16-bit samping rate is always switched back to 32-bit float, no matter what I do. I think this is causing TF2 to crash every time I try using HLDJ. I thought, ok, so maybe I can't convert these audio files on my own, but downloaded packs that have been pre-converted are also 32-bit float... I think Vista may be switching these, but I have no idea how to fix it...
Any help would be very much appreciated.

Audacity tends to do this. Usually once you convert as 16-bit it should be so, regardless of what Audacity displays. To verify, check the file's properties in Windows (right click -> properties) and go to the advanced tab, file stats should be displayed there.
TF2 crashing in Vista seems to be another problem cropping up, if you could copy-paste the contents of the console while it occured, I can tell if it's the same problem.
