How to properly convert a music file

Can someone tell me how to properly convert a music file spec by spec? So it works on HLDJ. I convert it usually to 8000 hertz, 16 bit, mono, but the song gets messed up when i play it in Counter Strike Source. The singer sings a very high pitched tone that's very annoying.
