Re: HLDJ not working with Tf2.
1) Does HLDJ launch the game correctly for you?
Yes
2) Does "HLDJ Loaded Successfully" appear in console on starting the game (with no errors)?
Yes
3) What is the console output after selecting a song, or issuing other HLDJ commands such as "hldj_next"?
Loaded: billy.mp3
4) After loading one of the sample audio files, perform a search of your Steam directory (without stopping HLDJ) for the file "voice_input.wav" - does it show up, and if so, where?
Yes nothing is there.
5) Does voice normally work for you? If not, or you do not have a mic, have you remembered to set up any applicable options in your operating system and/or the game?
I do not have a mic

Re: HLDJ not working with Tf2.
After loading an audio file, does the output of "hldjca" display this file?
Try loading different directories in console (i.e. enter 2), does the audio list update itself?
After loading an audio file, upload a screenshot showing the contents of your "...\steamapps\<username>\team fortress 2" and "...\steamapps\<username>\team fortress 2\tf2\cfg" directories.

Re: HLDJ not working with Tf2.
"Yes nothing is there" is not an appropriate answer for #4, as you can clearly see from your screenshot.
Without opening HLDJ, copy one of the sample audio files to that same folder, rename it "voice_input.wav" and enter the commands "voice_modenable; voice_forcemicrecord 0; voice_inputfromfile 1; voice_loopback 1; +voicerecord" into console while in-game.
If the audio file does not play, then the issue is with your game. Read the sticky for more help, and if you haven't already setup recording options in your operating system and game, google how to do this (Control Panel -> Sound -> Recording in Windows, Options -> Voice in game)
