HLDJ wont play music on any game

when i play CSS, i try to press F9 to play sound. but it doesnt even freakin show the Mic Symbol!

it loads correctly and even shows that sounds load correctly, but when i press the key......NOTHING HAPPENS!

also i cant seem to find Voice_Input anywhere (nor do i know where exactly to look in my CSS folder for it.)
