Doesn't Work

i have follow a lot of movie's on youtube and read the manual but i cant solve the problem for CSS

i have audio in .wav files and i have follow all steps i put yo play on F7 and in begin i do > la > chose number > join game > f7 and than i hear only my self

can someone help me with this ?

I got the same problem...

Edit: When I write in rcon "sv_use_steam_voice 0" on a server I am admin on everything works like it should...
