It's located within steam apps/my user name/team fortress 2.
4-b) If it exists, open it in an audio player: does it sound like the audio file you loaded?
Yes, it plays the song I had queued.
4-c) If it exists, return to the game, and enter the following into console:
CODE: SELECT ALL
voice_inputfromfile 1; voice_loopback 1; voice_forcemicrecord 0; voice_modenable 1; voice_enable 1; +voicerecord

If by works, you mean I can hear myself talking while one of my tracks should be playing, yes.
To be clear, the first series of audio I did STILL work. I did some more audio after the first series I did, I was confused at to what I did wrong, and reading the manual again, I realized I hadn't put my second series of audio to 16-bit sampling, which I then rectified, hoping my problems would be solved, but no, only the first series are still working. when I press my play key for a track from the second series, I can speak and hear myself.
EDIT: Correction, I cannot hear myself speaking during the second series of tracks.

Make sure to clear any ID3/metadata during the conversion/export process. Alternatively the built-in HLDJ converter will take care of this for you.
