I hear my sound clips, no one else does in TF2

Ok, I got the sound clips to play.. I hear them well,.. nobody else hears them. I am in server with alltalk on,.. nobody else hears my clips. Am I stupid, what am I doing wrong. The clips play fine for me. i hear them ingame.

Have you tried multiple servers and making a local game?

Ok, I guess they can now hear them, but they are not very loud. Is there a way to turn the volume up on them?
