Alright, starting wth the little check list....
1) Does HLDJ launch the game correctly for you?
Yes,
2) Does "HLDJ Loaded Successfully" appear in console on starting the game (with no errors)?
Yesyes.
3) What is the console output after selecting a song, or issuing other HLDJ commands such as "hldj_next"?
Host_WriteConfiguration: Wrote cfg/hldj_cmd_b.cfg
4) After loading one of the sample audio files, perform a search of your Steam directory (without stopping HLDJ) for the file "voice_input.wav" - does it show up, and if so, where?
Not at first, but after following a tip from another thread I made it. Still nothing.
5) Does voice normally work for you? If not, or you do not have a mic, have you remembered to set up any applicable options in your operating system and/or the game? *
Yes, I have a mic and it works perfectly....sometimes. (laptop mic)
Now, when I press l (my key) it doesn't play music, however it just turns on my mic, and allows me to listen to my self hear a NICE LOVELY ECHO...and it gets annoying. SO! Whats the dealyo?

If you're sure voice_input.wav is not showing up, try the following to diagnose your problem further:
1) locate your game audio directory, for most source-based games this will be one level up from your game directory
(i.e for counter strike source, it would be: "...\Steam\SteamApps\<username>\counter-strike source". More information on finding this directory here: Game Audio Directory)
2) copy one of the sample audio files to the above location
3) rename it to "voice_input.wav"
4) start the game and create/join your own local server
5) enter the following into console:
Does the audio file play?
(if not, then the problem is with the game and might require adjusting voice settings or re-installing)

I have the same issue, no one seems to be able to answer it. However, it seems like there are quite a few people who experience and just give up on HLDJ as a solution.
Has anyone had this problem and solved it? If so, how?

I launch Team Fortress 2 via HLDJ, everything loads fine, Voice_Input.wav file shows in TF2 directory just fine. HOWEVER, when I press my "play audio key" I hear no music, but instead a very painful echo from ANYTHING my mic pics up as audio input.
I imagine this has something to do with how my recording device is configured via my OS, but if so, it's not well documented on how to fix that.
I beg of you, please help resolve this issue for so many people in my same boat.

Hearing your mic is not a single problem. It is a common symptom people experience when they fail to read the announcements, stickies or rules.

Thank you renegade, I had went over the sticky (first forum you linked) a dozen times. However, I had not heard of the second forum "Steam voice codec quality improved (14/04/11 update)". Testing on my own local server is still shot but I'm able to play HLDJ clips on some other servers, most of my clips anyway. I guess I'm just trying to get HLDJ up at a turbulent time in the Steam world.

if you're testing on your own server, make sure you have the two cvars set accordingly: sv_allow_voice_from_file 1, and sv_use_steam_voice 0
